The deadline to submit legislation for consideration at the 2028 World Conference is less than eighteen months away.
Submissions should address significant issues that would concern the entire church and propose actions that are clear, readily implementable, and directly address concerns raised.
Background on Timeline
World Conference Resolution 1308 “Time for Introduction of New Business,” adopted in June 2016, states:
Resolved, That for legislation to come before World Conference, such legislation must be submitted to the First Presidency no later than one year before the opening of each World Conference.
Submitting resolutions early in the inter-Conference period will provide ample time for translation, collaborative review by church leaders and mission centers, and thorough church-wide discernment.

Submitting this draft form to the World Church Secretary begins an optional review process designed to help ensure that proposed resolutions are as clear, complete, and well-prepared as possible before they are submitted to a local mission center conference or other official submitting body for consideration and approval.
- When submitted, the Resolution Steward and any others named on the form will receive a receipt communication from the World Church Secretary when the review process begins.
- The Resolution Review Team will provide feedback to help strengthen and clarify the proposed resolution.
- Resolution Stewards are encouraged to carefully consider the Review Team’s feedback and make appropriate revisions before submitting the resolution to a local conference or other official body.
- After the draft has been reviewed and refined, submit the proposed resolution to an official submitting body for consideration.
Reminder: Before a proposed resolution can be submitted to the 2028 World Conference, it must first be considered and approved by an official submitting body.

- A mission center or local conference
- A council
- A quorum or order
- A World Church standing team
