Official Minutes of Business Session

Saturday, June 4, 2005

The 2005 World Conference convened in legislative session at 9:30 a.m. on Saturday, June 4, 2005, in the conference chamber of the Auditorium, Independence, Missouri. President Stephen M. Veazey was in the chair.

The assembly sang the hymn “Come, Holy Spirit, Come,” accompanied by Robert Rowlett on the organ. A prayer of invocation was offered by Judy Mauka of South Africa.

President Veazey asked Apostles James E. Slauter and Leonard M. Young to assist him in the presiding function, and they joined him at the presider’s table.

Approval of Minutes
The Chair called attention to the minutes of the business sessions of Thursday, June, 2, 2005, and Friday, June 3, 2005, on pages 72–76. Tom Webber was recognized for point of information regarding W. Grant McMurray’s message to the Conference, which was read on Thursday evening. President Veazey stated that the ultimate disposition of the message had not been determined, but it was not clear that it was intended to be made part of the permanent record.

Pam Romig rose to make a similar point, and President Veazey stated that the matter would be taken under advisement.

Larry Melton was recognized for a question of privilege.

Lori Weigand-Vaughn noted that the Friday afternoon session ended at about 3:25 p.m.

With this change, the minutes of both sessions were approved as corrected.

President Veazey then noted two corrections to the Bulletin. On page 78, the final word of the first line of the final paragraph should be “share” rather than “have.”

In addition, the amounts listed in Item D-1, World Ministries Budget Projections, on page 78, should be $24,500,000 for fiscal year 2008 and $25,300,000 for fiscal year 2009.

Conference manager Sue Sloan was recognized to make several announcements.

Letter of Counsel Regarding the Presiding Quorums
President Veazey briefly reviewed the procedure to be used in considering his Letter of Counsel Regarding the Presiding Quorums on pages 70–71. He then called on President of the Quorum of High Priests William M. Barnhard to offer a prayer.

Apostle Slauter was recognized to read the letter, after which Apostle Linda L. Booth moved to approve the Letter of Counsel and approve the ordinations contained therein. A second was received.

Each of those named in the letter was given opportunity to address the assembly. This was followed by the receiving of reports from the councils, quorums, orders, mass meetings, and caucuses.

Council of Twelve, read by David R. Brock

To the World Conference:
The Council of Twelve Apostles met on the morning of Saturday, June 4, 2005, to consider the Letter of Counsel regarding the Presiding Quorums issued by President Stephen M. Veazey. After prayer by three members of the Council, a motion was received to approve the content of the letter with its instruction regarding the presiding quorums of the church. The motion was passed unanimously.

The Council is deeply grateful to Peter Judd for thirty-four years of dedicated, full-time service to the church, and for his gentleness, competence, passion for justice, and his ministry of servanthood in the Presidency.

We are appreciative of Ken Robinson’s wise leadership, and we affirm his call to further visioning of the Temple as Ensign of Peace, as he continues service in the Presidency.

We confess our sadness at the loss of David Schaal, Kenneth McLaughlin, Gail Mengel, and Stephen Veazey to the collegial community we have shared in the Council of Twelve Apostles. But we express unreserved excitement about the ways their giftedness is now being focused for the mission of the future church.

We say “welcome” to Stassi Cramm, Ron Harmon Jr., Rick Maupin, and Susan Skoor as they take their places in the Council. We affirm their call as Messengers of Good News, good beyond any other news!

R. Paul Davis has unique insights and gifts. His personal spirit of generosity, so important to the life of the church at this time, will complement the fine ministers he now joins in the Presiding Bishopric.

Finally, we wish to thank President Veazey for prophetic ministry expressed in the Letter of Counsel. As members of the Presiding Quorums, we took to heart the challenge to bring increased clarity to our ministry, and to be fully present with our members. We pray to be faithful to the sacred privilege of service which is ours.

Quorums of Seventy, read by Richard W. Hawks

To the World Conference:
This morning the seven Quorums of Seventy met and gave prayerful consideration to the Letter of Counsel from Prophet-President Stephen M. Veazey. After discussion and supportive testimonies, all quorums of Seventy gave unanimous approval to the calls of Kenneth N. Robinson and David D. Schaal to the First Presidency; Stassi D. Cramm, Ronald D. Harmon, Rick W. Maupin, and Susan D. Skoor to the Council of Twelve Apostles; and R. Paul Davis to the Presiding Bishopric. Deep appreciation was expressed for the ministries given by Peter A. Judd, Kenneth L. McLaughlin, and Gail E. Mengel.

Quorum of High Priests, read by Jane D. Watkins

To the First Presidency and the World Conference:
The Quorum of High Priests has given careful and prayerful consideration to the document from President Stephen M. Veazey dated June 3, 2005, and wishes to express to President Veazey profound thanks for his leadership and witness as he presents these calls for the consideration of the Conference.

The members of the quorum are grateful for the long and faithful ministry of Peter A. Judd, Kenneth L. McLaughlin, and Gail E. Mengel and pray God’s richest blessings on them as they move forward in new avenues of ministry and witness. The quorum endorsed the calls of Kenneth N. Robinson and David D. Schaal to serve as members of the First Presidency; Stassi D. Cramm, Ronald D. Harmon Jr., Rick W. Maupin, and Susan D. Skoor to serve as apostles in the Council of Twelve; and R. Paul Davis to serve as counselor to the Presiding Bishopric. To each of these brothers and sisters we pledge our support as they seek to offer their ministry and leadership on behalf of the Christ.

The Quorum of High Priests affirms its trust and support for President Veazey as well as the members of the First Presidency as they guide the church into the future.

Order of Evangelists, read by Richard W. Kohlman

To the First Presidency and the World Conference:
Greetings:

The Order of Evangelists assembled in session on Saturday, June 4, 2005, to consider the Letter of Counsel from President Stephen M. Veazey presented to the church on June 3, 2005. The Divine Spirit who creates, sustains, and calls each of us was present in our midst during our worship and consideration of this letter.

Testimonies of gratitude were shared for the varied ministries of Peter A. Judd and his particular gifts that have been made available to the church over his long years of ministry. Gratitude was also expressed for Kenneth N. Robinson and his skills in helping lead the church following the unexpected resignation of Brother Grant McMurray. We look forward to the continuity he will bring as he expands his ministry as a member of the First Presidency. We express our full support of David D. Schaal as he brings his apostolic ministry into the First Presidency and further enhances the growth of spirituality within the broader community of the church.

The Order also expressed their thanks for the apostolic ministries of Kenneth L. McLaughlin and Gail E. Mengel, which will now find further expression in particular roles that will help to deepen our understandings of God and of worship and our interconnectedness to many other faith communities who also respond to the divine call of God.

Appreciation was shared for the ministry that Stassi D. Cramm brought to the Presiding Bishopric and will now bring to the apostolic witness in the Council of Twelve.

The Order also shared testimonies and expressed its support for the calls of Ronald D. Harmon Jr., Rick W. Maupin, and Susan D. Skoor to the Council of Twelve Apostles and R. Paul Davis to the Presiding Bishopric as a counselor to the presiding bishop. We look forward to their continuing ministry in these new avenues of service in the cause of the kingdom and pray their ministry will be blessed with the spirit of discipleship.

The Order of Evangelists then voted on the Letter of Counsel and approved it unanimously. We continue to offer our support to the church that together we might be blessed as we walk the path of the disciple.

Order of Bishops, read by Michael P. Hartford

To the First Presidency and the World Conference:
The Order of Bishops met this morning in session under the leadership of the Presiding Bishopric to consider the June 3, 2005, “Letter of Counsel” from Prophet-President Stephen M. Veazey regarding calls to the presiding quorums of the church. The Order considered those named in the document who were called to new positions of responsibility. After offering testimonies of support, the Order expressed its affirmation of their calls as reflective of the mind and will of God.

Members of the Order also expressed their appreciation for the service and contributions of President Peter A. Judd and Apostles Kenneth L. McLaughlin and Gail E. Mengel and offer their support in their new ministries.

The Order warmly welcomes R. Paul Davis in his role as counselor to the Presiding Bishop and member of the Presiding Bishopric. We offer our support in his new calling and ministry.

The bishops also voiced their special appreciation for the leadership and ministry provided by Stassi D. Cramm during her three years of dedicated service to the Order as a counselor to the Presiding Bishop and member of the Presiding Bishopric. Stassi has led us, trained us, blessed us, and supported us with her energetic love. We are confident that her gifts and talents will be as well received in the Quorum of Twelve as they have been in the Order of Bishops.

The Order expresses our appreciation to President Veazey’s insight that is so freely shared with the church through this Letter of Counsel. We fully support the letter in its entirety.

Mass Meeting of Elders, read by Susanne Holloway

To the World Conference:
The Mass Meeting of Elders met at 7:30 a.m. on Saturday, June 4, 2005, to consider motions to approve the following matters: Kenneth N. Robinson as a member of the First Presidency and a counselor to the president of the church; David D. Schaal as a member of the First Presidency and a counselor to the president of the church; Stassi D. Cramm as an apostle and member of the Council of Twelve; Ronald D. Harmon Jr. as an apostle and member of the Council of Twelve; Rick W. Maupin as an apostle and member of the Council of Twelve; Susan D. Skoor as an apostle and member of the Council of Twelve; R. Paul Davis as a bishop and counselor to the presiding bishop of the church as a member of the Presiding Bishopric; and the Letter of Counsel Regarding the Presiding Quorums.

The members of the mass meeting expressed support for each of the individual calls as presented in the Letter of Counsel.

Appreciation by acclaim was made for Peter Judd and his significant ministry and service to the church. In addition, appreciation and ongoing support were expressed for the continuing ministry and service that Ken McLaughlin and Gail Mengel will bring to the church.

Mass Meeting of Aaronic Priesthood, read by Joan Brown

To the World Conference:
The Mass Meeting of the Aaronic Priesthood met to consider the Letter of Counsel of Stephen M. Veazey regarding the presiding quorums. After a period of worship that included prayer requesting God’s confirming Spirit, we began our consideration.

As we considered each person being called to a new responsibility, testimonies were given and God’s confirming Spirit was felt. The mass meeting approved each of the calls contained in the Letter of Counsel and also unanimously approved the entire letter.

We wish to express our support for each of those named in the letter and call upon the church to join us in lifting them up in prayer continually.

The French language caucus met on Saturday the 4th of June at 7:30 a.m. to discuss and to vote on the Letter of Counsel Regarding the Presiding Quorums.

The majority of the caucus supports the calls and the document in its entirety. The participants of the caucus would like to reaffirm their support of the First Presidency.

Still, support was not without reservation. The French language caucus notes the diversity of our church in the world and the comparatively weak representation of this diversity in the leading quorums.

The caucus, by its right to speak, wishes that the First Presidency take into consideration this reservation.

To the World Conference and the Church:

On June 4, 2005, at 7:30 a.m. the Spanish- and Portuguese-speaking members gathered to reflect on the Letter of Counsel given by the First Presidency.

We want to express our gratitude toward our brother Peter Judd for his dedication to the church over the years, and we have sincere feelings of gratitude for his service in the First Presidency.

During our gathering we shared feelings and testimonies about each one of the persons in the proposed changes by the leadership of the church, which we feel has been guided by the Holy Spirit.

We unanimously accept the new ministries that have been recommended and we express our unconditional support for each one of them.

This morning the Tahitian language caucus met and discussed the Letter of Counsel about names for the First Presidency, the Council of Twelve, and the Presiding Bishopric.

The Letter of Counsel was presented; the Tahitian Language Caucus believes in the spirit that led the prophet. Thus, we accept and support all names mentioned in this letter.

Delegate Caucus, read by Madeline Midgorden

To the World Conference:
After prayerful consideration and discussion, the Delegate Caucus has approved the recommendations of the Letter of Counsel to the church from President Veazey. We wish to express our appreciation to President Peter Judd for his many years of devoted service to the church and we offer our best wishes to him as he retires.

President Kenneth Robinson has served with loving dedication, and we are grateful for his willingness to continue to serve as a counselor to the president. In addition, the Delegate Caucus welcomes David Schaal as a new counselor to the president.

We acknowledge the release of Ken McLaughlin and Gail Mengel from the Council of Twelve and express our gratitude for their ministry. We offer our prayerful support to Stassi Cramm, Ronald Harmon Jr., Rick Maupin, and Susan Skoor as they enter their new servant ministry in the Council of Twelve. Our support and appreciation is also extended to Paul Davis as he accepts his new role in the Presiding Bishopric.

In addition the Delegate Caucus expresses its appreciation to Grant McMurray for his many years of spiritual leadership of the church and congratulates Stephen Veazey as our new president of the church.

Each ordination recommended in the letter was considered individually. Adam Smith asked the Chair to provide information about the ethnicity and language skills of the candidates, and the Chair complied. During the discussion, there was a request to acknowledge abstentions, and the Chair agreed to do so. Following discussion regarding some calls, all calls were approved on individual votes. Consideration was extended to the document as a whole, and there was some discussion, during which Terri Ashburn was recognized for a question of privilege. John VanDerWalker was recognized for a question of privilege. Henry Fultz moved the previous question, and a second was received. A vote was taken, and the previous question was approved by the required two-thirds vote. A vote was taken on the Letter of Counsel as a whole, which was approved.

Ordination of Counselors in the First Presidency
President Veazey noted that the ordinations of the counselors in the First Presidency would proceed immediately. The assembly sang the hymn “Santo, Santo, Santo.” Apostle Young read from Section 4 of the Doctrine and Covenants. Kenneth N. Robinson was ordained by Stephen M. Veazey and Peter A. Judd, and David D. Schaal was ordained by Stephen M. Veazey and Stephen M. Jones.

The Conference recessed for lunch at 12:25 p.m. and reconvened at 2:00 p.m.

Service of Ordination
The assembly sang the hymn “Take My Life and Let It Be,” accompanied by Pam Robison on the organ. Henry De Silva of Sri Lanka offered a prayer. The Conference then entered a period of worship during which the following ordinations took place:

Stassi D. Cramm was ordained as an apostle and member of the Council of Twelve by Linda L. Booth and Kenneth L. McLaughlin. Ronald D. Harmon Jr. was ordained as an apostle and member of the Council of Twelve by David R. Brock and John P. Kirkpatrick. Rick W. Maupin was ordained as an apostle and member of the Council of Twelve by Bunda C. Chibwe and Gail E. Mengel. Susan D. Skoor was ordained as an apostle and member of the Council of Twelve by Mary Jacks Dynes and Dale E. Luffman. R. Paul Davis was ordained as a bishop and member of the Presiding Bishopric by David D. Schaal and Larry R. Norris.

Dates of the Next World Conference
President Veazey assumed the chair as the legislative session resumed. He noted that those who had been released from the leadership councils of the church would have voice and vote for the remainder of the conference.

The Chair called attention to Item C-3, Dates for the Next World Conference, on page 41. Adelyn Naidu moved to approve the item, and a second was received.

Sterling Respass moved to amend the motion by substituting the following for all Resolved paragraphs with the following:

Resolved, That a full legislative agenda be held every three (3) years; and be it further

Resolved, That on the even-numbered year, the date of Conference coincide with the birthday of the church; and be it further

Resolved, That on the odd-numbered year, the date of Conference coincide with the first week of June; and be it further

Resolved, That the next Conference be held in 2008.

A second was received, and the Chair ruled that if the amendment were to pass, it would supersede WCR 1277. Following discussion, Julie Dimmitt moved the previous question, and a second was received. A vote was taken on the previous question, which carried by the required two-thirds vote. A vote was taken on the amendment, which failed, and discussion returned to the main motion.

Bob Zabloudil moved to amend the motion by changing the date of March 24 to March 25. A second was received, and there was some discussion. Linda Carlile moved the previous question on all matters before the body. A second was received, and a vote was taken on the previous question, which carried by the required two-thirds vote. A vote was taken on the amendment, which lost. A vote was taken on the main motion, which carried as originally proposed.

World Ministries Budget Projections
Following an announcement, President Veazey read Item D-1, World Ministries Budget Projections, on page 78, noting the corrections made earlier in the day. He also noted that the action on the World Conference dates made it necessary to vote only on the projection for fiscal year 2008 of $25,400,000. Moana Faana moved to approve the recommendation, and a second was received. There was discussion, after which a vote was taken, and the item was approved.

Graceland University Board of Trustees and Seminary Board
President Robinson assumed the chair and made the following announcements:

Graceland University Board of Trustees

To the World Conference:

The World Conference elects approximately one-third of the Graceland University Board of Trustees in staggered six-year terms. Because we recommend that the World Conference meet again in 2007, and because neither the lead time for this current Conference nor the time available for business has allowed for the election of three trustees whose terms would begin in 2006, we plan to take the following course of action:

The Articles of Incorporation for Graceland University state, “If the Church, for any reason, shall fail to convene a World Conference in any biennial year, or if the World Conference fails for any reason to elect a Trustee required to be elected, the position to be filled may be filled by the Corporate Body.”

The Corporate Body for Graceland University is composed of the First Presidency, the Presiding Bishopric, and the President of the Council of Twelve. We plan to ask the Corporate Body to fill the three vacancies that will exist in 2006.

In subsequent years, the World Conference will elect Trustees for terms that expire the year following. For example, the 2007 World Conference will elect Trustees for terms that begin in the summer of 2008.

We believe that this procedure will be helpful as we transition to holding the World Conference in odd-numbered years, and we believe that it continues to respect the rights of the World Conference to elect Trustees.

The First Presidency

Community of Christ Seminary Board

To the World Conference:

The board governing the Community of Christ Seminary is composed of eight individuals. The Graceland University Board of Trustees may select four of its members to serve on the board of the seminary, and the First Presidency may select four additional members. This structure is designed to represent the interests of Graceland, which administers the operation of the seminary, and the church.

It has been our practice to ask the church’s representatives to this board to serve for four-year terms, with the terms of two expiring at each World Conference. It has also been our practice to ask the World Conference to provide a sustaining vote for members beginning a new term. Neither the establishment of terms nor the practice of holding a sustaining vote is required under any World Conference resolution or other governing documents of the seminary.

During the past year, Brother Frank Kelley asked to be relieved of his position on the seminary board after being instrumental in the formation of this fine institution. We have filled this vacancy by appointing Brother Ronald L. Sheridan of Scottsdale, Arizona, to fill the unexpired term.

Because this World Conference is a special Conference with a limited agenda, we have decided that it would be best not to include a sustaining vote at this time. We intend to ask for a sustaining vote for the First Presidency’s appointees to this board at the next World Conference.

President Veazey assumed the chair and read the Resolved paragraphs of Item B-1, World Church Finance Board, on page 40. Steven C. Kellogg moved to adopt the item, and a second was received. A vote was taken, and the item was approved.

Council of Twelve Assignments
President David Schaal assumed the chair and announced that the Council of Twelve Apostles had elected Apostle James E. Slauter to serve as president of the Council and Apostle Linda L. Booth to serve as secretary of the Council. He then announced the assignments of the Twelve as follows:

Kirtland Annoucement
President Veazey assumed the chair and recognized President Emeritus Wallace B. Smith, who announced that plans had been made to construct a new Kirtland Temple visitor’s center. A capital campaign had raised $4.9 million of the $5 million goal, with groundbreaking planned for spring 2006.

Retirement of World Church Ministers
President Veazey relinquished the chair to President Schaal, who called attention to Item A-1, Retirement of World Church Ministers. The following World Church ministers were invited to come to the rostrum with their spouses, if present, in honor of their retirement during 2005: Kenneth D. Bell Jr., Peter A. Judd, J. Paul Lucero, and Raymond D. Peter. Biographical statements were read, and they came to the rostrum to be greeted by President Veazey. Additionally, it was noted that C. Clifton Cloyd would also be retiring, but he was unable to be present.

Recognition for Twenty-five Years of Service
President Schaal read an item recognizing that the following World Church ministers had served in full-time ministries for twenty-five years: Donald R. Ewing, Thomas L. Mountenay, Larry R. Norris, and Raymond D. Peter. They also came to the rostrum to be greeted.

Recognition of General Officers
President Schaal then read an item recognizing those general officers who were retiring or assuming other roles: James L. Doty Jr., Peter A. Judd, Gail E. Mengel, and Kenneth L. McLaughlin.

Sustaining of General Officers
The chair was returned to President Veazey, who called attention to item A-2, Sustaining of General Officers, on page 78. William M. Barnhard moved that the list of general officers be sustained, and a second was received. The chair was relinquished to Brother Barnhard, who put the question. The item was approved, and the chair was returned to President Veazey.

Sustaining of Quorums, Councils, and Orders
The Chair drew attention to Item A-3, Sustaining of Quorums, Councils, and Orders, on page 40. Jennifer de Guzman moved to sustain those on the list. A second was received, and a vote was taken. The item was approved.

Statement of Appreciation
President Veazey made a statement of appreciation for all those who had assisted in making arrangements for the Conference.

Approval of Minutes
President Veazey noted that this was the last session of the World Conference, and the First Presidency had appointed a committee of three members of the Standing High Council to serve on a committee to approve the day’s minutes: Sharon M. Clothier, Gwendolyn Hawks Blue, and C. William Kramer.

Adjournment
Apostle Slauter moved that the World Conference adjourn sine die. A second was received, a vote was taken, and the motion to adjourn was approved.

The assembly sang the hymn “He Leadeth Me,” and a prayer of benediction was offered by Albertine Luciano of New Caledonia. The 2005 Special World Conference stood adjourned at 4:20 p.m.
